This is how God and humanity interrelates! First it’s the people. Then the prophet and last is God in action.

The people first reach out to God from their hearts and not from the spoken words of their prayer. That which is in your heart only God can see.
If the people’s problem is of high priority and God decide to act on it the next thing needed is a prophet which is God’s mouth piece to the people.
The prophet comes on board and speaks to the people what God is going to about the problem.

Lastly, God takes actions to permanently resolve the problem.
That is how it works.

If the person is not out prophet then the person cannot tell us what God intents to do.
