Is there a deep state mentality in local law enforcement as it was Washington DC that Pres. Trump exposed?

I think so! What do you all think? I think there is a deep state mentality in the justice system against Black Americans that Pres. Trump is trying to reform.

We factually know that Pres. Trump is not a deep state member that is why the deep state was trying to undermine his presidency, obviously Pres. Trump could not have been a member of the deep state. But I do believe that Obama joined the deep state!
