WASHINGTON, Jan 5 (Reuters) - Wiping back tears as he remembered children who died in a mass shooting, President Barack Obama on Tuesday described new steps he is taking to tighten gun rules and urged Americans to vote for candidates willing to do more to prevent gun violence.

As Obama delivered a powerful address in the White House, surrounded by family members of people killed in shootings, his voice rose to a yell as he said the constitutional rights of Americans to bear arms needed to be balanced by the right to worship, gather peacefully and live their lives.

Obama has often said his toughest time in office was grappling with the December 2012 massacre of 20 children and six adults at an elementary school in Newtown, Connecticut.

"Every time I think about those kids, it gets me mad," Obama said, tears rolling down his cheek.

"That changed me, that day," he said, after being introduced by Mark Barden, whose 7-year-old son was killed in the shooting. "My hope earnestly has been that it would change the country."

After that tragedy, the Democratic president failed to persuade Congress to toughen U.S. gun laws. He has blamed lawmakers for being in the thrall of the powerful National Rifle Association gun lobby group.

What recordkeeping procedures should be followed when two unlicensed individuals want to engage in a firearms transaction?

When a transaction takes place between unlicensed persons who reside in the same State, the GCA does not require any record keeping. An unlicensed person may sell a firearm to another unlicensed person in his or her State of residence and, similarly, an unlicensed person may buy a firearm from another unlicensed person who resides in the same State. It is not necessary under Federal law for a Federal firearms licensee (FFL) to assist in the sale or transfer when the buyer and seller are “same–State” residents.

There may be State or local laws or regulations that govern this type of transaction. Contact the office of your State Attorney General for information regarding any such requirements.

Close this loophole, put teeth in the back ground check system, close gun show loopholes make it harder for actions like December 2, 2015 San Bernardino California or the June 17, 2015 Charleston, South Carolina shooting.

This is what the President was doing in a room full of parents, surrounded by family members of children killed in GUN shootings.

The next act will happen because people who could not pass a back ground check, people who want to make a point, to become licensed got there hands on a military style weapon and more Americans will be killed. Do you want that to happen to a school that your children or grandchildren are attending?

If the answer is no, then support the President in his effort to close these gun show loopholes and keep weapons in the hands of reasonable and responsible Americans. Would you join that effort Steven?

CNN Breaking News: The American public is broadly supportive of President Obama's executive actions on guns, a new CNN/ORC Poll finds.

According to the poll, 67% of respondents say they favor the changes Obama announced on Tuesday, and 32% oppose them.

The executive actions aim to increase the reach of federal background checks for gun purchases and improve enforcement of existing laws.

However, less than half say that these changes will be effective at reducing gun-related deaths, and most say they oppose the way Obama made these changes.

It's taken me five months to figure out what the gun show loophole is. The President claimed tonight that someone from Chicago can drive to Indiana, load up a van with guns, drive back to Chicago and sell them on the street. That's not true.

Gun Show Loophole: The federal Bureau of Alcohol, Tobacco, Firearms and Explosives has estimated that 5,000 gun shows are held annually in the United States, attracting tens of thousands of attendees and resulting in the transfer of thousands of firearms. But those shows have come under fire as a result of what some describe as the "gun show loophole."

Federally licensed gun dealers are allowed to sell firearms at gun shows: The Gun Control Act of 1968 prevented federally licensed firearms dealers from selling at gun shows by ordering all sales to take place at the dealer's place of business, but the Firearm Owners Protection Act of 1986 reversed that portion of the Gun Control Act. Today, BATFE estimates licensed dealers sell between 50 to 75 percent of the weapons purchased at gun shows.

This is a Gun show loop hole that needs to be fix but the republican party leadership will not fix this gun show loop hole. Background checks aren't required for gun show purchases in most states: The District of Columbia and 17 states require background checks for some or all private firearm sales but the remaining 33 states do not restrict private, intrastate sales of used firearms between private individuals, whether at gun shows or elsewhere.. That is over have of the states in North America that the NRA corporation has the power over and not the people.

My reply: Marquez stands accused of plotting with San Bernardino shooter Syed Rizwan Farook to conduct two terror attacks in late 2011 or 2012, making so-called "straw purchases" of two assault rifles around the same time on behalf of Farook that were later used in the San Bernardino attack and, later, entering into a "sham" marriage with a woman who is a member of Farook's extended family. The information of this plan went way back to 2011 and 2012 STEVEN. This is what's called THE LONG ARM OF THE LAW at work.

Ron, a straw purchase is a felony, no new law can make it more illegal. About the loophole, Federal law has jurisdiction over interstate sales. State law has jurisdiction over intrastate sales. That's as it should be. An Indiana resident who sells a van load of guns (as the President claims happens), to an Illinois resident, without a background check, commits a Federal felony.

I'll try to answer your question Ron. On background checks. I live in Pennsylvania where background checks are required. I'm fine with that, and if the people of California, Indiana and the other 33 states want to require background checks I'm fine with that. I don't want a Federal law for it, that's all. No way would I ever agree on licensing. As far as being responsible, that is the individual responsibility of each citizen. There are plenty of resources already, the NRA being the best of them.

As far as the Mayor, I was speaking specifically about his statement that the jihadi had nothing to do with Islam. His mother has said that he is a devout Muslim, and the report is that he made hajj in 2011. He told the cops he was acting in support of ISIS. I don't see how that adds up to "nothing to do with Islam".

I agree Greg, it's a paradox. I often wonder about religious paradoxes. My view is we need to call this ideology something besides radical Islamic terrorism, but we do need to call it something, and not not-true-islam either.
