Why is TRUMP giving Carrier state tax incentives, state money when he campaigned own a 35 tax on goods coming back into THE UNITED STATES?

While Carrier will forfeit some $65 million a year in savings the move was supposed to generate, that’s a small price to pay to avoid the public relations damage from moving the jobs as well as a possible threat to United Technologies’ far-larger military contracting business.

What happen to Trump's campaign promise that many people voted him in office to keep his WORD of putting a 35% tax on companies who are leaving THE UNITED STATES who want to sell there goods back here in this country?

Now from the very first paragraph it says QUOTE: "From the earliest days of his campaign, Donald J. Trump made keeping manufacturing jobs in the United States his signature economic issue, and the decision by Carrier, the big air-conditioner company, to move over 2,000 of them from Indiana to Mexico was a tailor-made talking point for him on the stump."

So the other 1,000 jobs will leave the U.S.?
