July 18, 1966: Hough Uprising Time Periods: People’s Movement: 1961 - 1974 Themes: African American, Democracy & Citizenship, Racism & Racial Identity On July 18, 1966, protests and riots broke out in Cleveland following years of escalation of racial tension. The Hough Uprising (also known as the “Hough Riots”) erupted in response to a white-owned bar’s refusal to serve water to Black patrons. The bar’s racist policy began as a means to dissuade Black customers from frequenting the establishment. The riots continued for five days, leaving four African Americans dead and 50 injured. In total, there were 275 arrests. White authorities argued that the cause of the riots was Black nationalism; however, historians today attribute the riots to poverty and racism. ..The Seventy-Niner's Café was a white-owned bar located on the southeast corner of E. 79th Street and Hough Avenue,
and popular with African American residents.
Seventy-Niner's suffered from a number of problems, including drug dealing, the sale of stolen goods, and prostitution the
owners had begun barring certain individuals from the establishment.
Local s*x workers Margaret Sullivan and her friend, Louise were among those who had been banned.
Sullivan died on July 16, leaving three young children. On July 17, Louise attempted to leave a box at the bar so patrons could donate
money for the care of Sullivan's children.
The owners refused to permit the collection. Louise returned about 5 PM on Monday, July 18. The owners argued with her..
..an African American man purchased a bottle of liquor in the bar, and then requested a cup of ice.
One of the owners denied his request, and then posted a sign on the door which read "No water for *****s".

The economically depressed and predominantly black Hough neighborhood in Cleveland was a powder keg of racial tension the summer of 1966, and it finally exploded the evening of July 18 when an African American man was denied a glass of water at the white-owned Seventy-Niners Cafe at Hough Ave. and E. 79th St. The police proved unable to handle the rioting and violence that ensued, and on July 19 Cleveland City Mayor Ralph Locher asked Ohio Governor James Rhodes to send in the National Guard. The National Guard arrived later that evening and into the next morning to restore order.

Hough is one of Cleveland's oldest neighborhoods, named after Oliver and Eliza Hough, who first settled in the area in 1799.[5] The neighborhood was incorporated into the city of Cleveland in 1873.[6] At the start of the twentieth century, Hough was a community for primarily affluent white residents.[6] Prominent local families, such as the Severances and the Boltons, lived in Hough at this time, rivaling Millionaire's Row on Euclid Avenue.[7] Business sprung up around this period, including the Warner & Swasey Company in 1881.[7] Other commercial institutions included the Doan's Corner Shopping District on East 105th and Hough Bakery (later Hough Bakeries Inc.) near East 87th Street on Hough Avenue.[8][9]
After the First World War, this population dwindled, leaving an ethnic European working-class majority.[6] Hough then lost prominent institutions within the community, including University School and League Park, the latter of which being the original home of the Cleveland Indians.[2] University School moved out to Shaker Heights, and the Indians slowly moved out to Cleveland Municipal Stadium in Downtown.[2][10]
The Great Depression exacerbated Hough's neighborhood deterioration, including a lack of dwelling space amidst population growth, conversion of single-family homes into multi-family homes, and a decrease in home ownership.[8] During Prohibition, the area between Lexington and Hough Avenues between East 73rd and East 79th Streets was known as "Little Hollywood" for the large number of brothels and speakeasies located there.[11]
