Russian hackers penetrated U.S. electricity grid through a utility in Vermont

A code associated with the Russian hacking operation dubbed Grizzly Steppe by the Obama administration has been detected within the system of a Vermont utility, according to U.S. officials.

While the Russians did not actively use the code to disrupt operations, according to officials who spoke on the condition of anonymity to discuss a security matter, the discovery underlines the vulnerabilities of the nation’s electrical grid. Officials in government and the utility industry regularly monitor the grid because it is highly computerized and any disruptions can have disastrous implications for the country’s medical and emergency services.

American officials, including one senior administration official, said they are not yet sure what the intentions of the Russians might have been. The incursion may have been designed to disrupt the utility’s operations or as a test to see whether they could penetrate a portion of the grid.

They call these hackers RIS, and give a table of "alternate names". I have no idea what that means, or who they are. Neither do you Ron. The report is useful for cybersecurity professionals, as shown by how the Vermont power company was able to use it to strenghten their network. As far as any new information for us run-of-the-mill citizens, there is none, it's just more of what we've already been hearing:

"Using the harvested credentials, APT28 was able to gain access and steal content, likely leading to the exfiltration of information from multiple senior party members. The U.S. Government assesses that information was leaked to the press and publicly disclosed."

Wasn't it you who said that you was knowledgeable in computers, well the third thru the sixth page of this report explains the methods used to obtain such information.

On the seventh page talks about Recommended Mitigations on the Eight page I am sure that you will find very interesting, it talks about Detailed Mitigation Strategies, one of those techniques talks about using • Take steps to further secure Windows systems such as installing and configuring Microsoft’s Enhanced Mitigation Experience Toolkit (EMET) and Microsoft AppLocker.
