Is this a sign that Trump is talking and acting one way for the public but his team behind the scenes are doing something total different.

This is a factual statement. I'm not talking about what could've happened or what would have happened. Focus your attention on this factual statement. "West is not “traditionally American” enough for the event." This is a slap in the face by the Donald John Trump administration.
