Don't forget the sanctions were part of Strzok's "insurance policy" to begin with, immediately following Trump's election.

It was Mike Flynn who was the first National Security Adviser to President Trump. Mike Flynn pleaded guilty last year for lying to Federal Investigators about his contacts with The Russian Government, contracts in which he discussed the possible lifting of U.S. sanctions Against Russia.
