What happen to that victory LAP that he was on when the Mueller report first was delivered to BARR. I thought he said that he was exonerated from all charges by The Mueller Report?

According to this report today is painting a different story, WHY? "WHAT HAPPENED?"

Was Trump lying then or is he lying NOW, that is the question?
